Every so often, the National Institute of Migration (INM) in Mexico promotes the regularization of foreigners who, for various reasons, have remained in the country beyond their permitted stay. This program was first published in 2021 and has undergone several modifications. As of 2025, it remains in effect, and here we share the updated requirements.
The program is based on the National Registry of Foreigners, which recognizes the rights acquired by foreigners who have developed strong family, work, or business ties in Mexico. The goal is to ensure the legal regularization of individuals who once held a visitor or temporary resident permit but have since overstayed.
What Are the Requirements for the 2025 Temporary Migration Regularization Program?
To apply, you must meet the following criteria:
1️⃣ You must have entered Mexico by air in 2023
2️⃣ You must have had a migration document issued and expired before or during 2025
Although specific requirements may vary by location, these are the essential conditions set by the INM.

What Do You Gain with This Program?
If you apply successfully, you will obtain temporary residency in Mexico for four years. After completing this period, you can apply for permanent residency, giving you full legal status to live and work in the country indefinitely.
Who Can Apply for the 2025 Migration Regularization Program?
Before applying, ensure you meet the following conditions:
✔️ You entered Mexico by air in 2023 (before January 1, 2024).
✔️ If you remained in Mexico after that date, you may qualify.
✔️ If you re-entered Mexico by air or land after leaving, but your migration document has since expired (such as an FMM tourist card or a temporary residency card), you may also qualify.
If your migration document expired because you exceeded the number of days granted to you as a temporary resident, permanent resident, or tourist, you may still qualify for regularization under this program.
